Overview (Iske Baare Mein)

The Election Commission of India (ECI) is conducting a Special Intensive Revision (SIR) in 2026. This is a nationwide, house-to-house enumeration exercise designed to verify and update electoral rolls from the ground up, removing deceased or shifted voters, and identifying eligible unregistered citizens. The last major SIR of this scale took place in 2003 (2002-2004). To ensure your name is correctly retained and verified, all existing voters must submit an Enumeration Form. During this process, you are required to map your current voter details with the historical data from the 2003 SIR list. If you were not a voter in 2003, you must use the 2003 SIR details of your parents, grandparents, or relatives. This establishes a verified historical chain of residency and citizenship. You can submit this form either completely online via the ECI portal (using Aadhaar e-Sign) or offline by coordinating with your designated Booth Level Officer (BLO) during their house-to-house visits.

Who is Eligible? (Kaun Apply Kar Sakta Hai?)

  • Must be an existing registered voter in India with an EPIC card.
  • Must have a mobile number linked to your Voter ID for online submission (If not, update via Form 8 first).
  • Must have your Aadhaar card for e-Sign verification (for online submission).
  • Alternatively, can submit offline physically via BLO.

  • Voter ID Card (EPIC number)
  • Aadhaar Card (Ensure name exactly matches your Voter ID for e-Sign)
  • Registered Mobile Number (for OTP verification)
  • 2003 SIR Reference details (Part Number and Serial Number of your own or your relative's 2003 entry)

Process & Guidelines (Kaise Apply Kare)

STEP 1: Search the 2003 SIR List (Mandatory)

Visit the official SIR search portal at: https://voters.eci.gov.in/searchInSIR/S2UA4DPDF-JK4QWODSE

Select your State, District, and Assembly Constituency (AC).

Search for your own name (if you were a voter in 2003) or your parents'/grandparents' name to find their historical record.

Note down the Part Number and Serial Number from the 2003 SIR list. You will need this for the next step.

STEP 2 (OPTION A): Online Submission for SIR 2026

Go to the main ECI Voters' Service Portal: https://voters.eci.gov.in/

Log in using your registered mobile number and OTP.

Click on 'Fill Enumeration Form' and select your state.

Enter your EPIC number to fetch your pre-filled information, and verify it via OTP.

Select the relevant category (e.g., mapping to your own 2003 details, or mapping to a relative's 2003 details).

Provide the 2003 SIR reference details (Part & Serial Number) you noted in Step 1.

Review the form carefully, then submit it using Aadhaar-based e-Sign.

Download and save the acknowledgement receipt for your records.

STEP 2 (OPTION B): Offline Submission via BLO

Wait for the Booth Level Officer (BLO) to visit your residence during the designated house-to-house enumeration period.

The BLO will hand over a physical printed copy of the Enumeration Form.

Fill in your current details and the 2003 SIR mapping details (Part and Serial Number).

Provide your signature or thumb impression on the physical form.

Hand the completed form back to the BLO along with photocopies of required ID proofs if asked.

You can also proactively visit your local Polling Station or Electoral Registration Officer (ERO) office to submit the form in person.
