How to Apply for Driving Licence Online (Learning + Permanent)

Documents Required
- Learning Licence (LL):
- Age Proof: Aadhaar, Birth certificate, Matriculation certificate, Passport
- Address Proof: Aadhaar, Voter ID, Ration card, Bank passbook
- Identity: Aadhaar, PAN, Voter ID
- Form 2 (application) + medical certificate Form 1A
- Permanent DL:
- Valid LL
- Same proofs as LL

Process & Guidelines
Phase 1: Apply Learning Licence (LL)
Step 1: Visit https://sarathi.parivahan.gov.in → Select your state → "Driving Licence" → "New Learner's Licence"
Step 2: Click "Apply Online" → Fill personal details (name, DOB, address exactly as Aadhaar)
Step 3: Select vehicle class (LMV/MCWG etc.) → Upload documents (Aadhaar primary)
Step 4: Pay fee: ₹100-₹200 state-wise → Get Application Number (DL application number)
Step 5: Book LL test slot at RTO (online theory test some states)
Step 6: Visit RTO on appointment → Theory test (30 questions, 70% pass) → Biometrics + photo
Step 7: LL issued instantly or download digital LL → Valid 6 months
Phase 2: Convert LL to Permanent DL
Step 1: After 30-180 days of LL → Same portal → "Driving Licence Related Services" → "New Driving Licence"
Step 2: Enter LL number → Fill details → Select vehicle class → Upload LL + proofs
Step 3: Pay fee: ₹200 (LMV) → Book driving test slot
Step 4: Visit RTO → Driving test (figure-8, reverse, accelerator test) → Pass → Biometrics
Step 5: Smart card printed → SMS dispatch alert → Delivered by post (7-15 days)
Renewal Process (Before/After Expiry):
Step 1: Portal → "Renewal of DL" → Enter DL number → Fill details
Step 2: Pay fee + late fee (₹200 + ₹200 first 30 days)
Step 3: Book renewal slot → Visit RTO → Driving test (if >30 days expired)
Step 4: New smart card dispatched
Duplicate DL (Lost/Damaged):
Step 1: "Duplicate DL" → FIR copy + DL number → Fee ₹200 → Dispatch
